API test server to run unit tests, acceptance tests for codeceptjs

Currently we are using third party API test server to run our unit tests, runner tests and acceptance tests, hence we rely heavily on them much. 

Develop our API test server so that we could run those tests and we don't need to rely on third parties. 

To do:
- ApI test server to start locally for run those tests 
- update our unit tests, runner tests and acceptance tests to make sure all passed.
