Support rubocop 1.22.3 with an associated channel

Same issue as #301, but for rubocop 1.22.3.

Make sure to merge #302 first, then create channel/rubocop-1-22-3 based on channel/rubocop-1-22-2.

I can make the PR to update channel/rubocop-1-22-3 with the right gem versions and any other appropriate changes.

OK, the error is resolved on the codeclimate service.

Now we just need qltysh/qlty#1034 to be merged and qltysh/qlty#1033 to be fixed for this channel to be available in the CLI.
