@Observable NetworkMonitor

Description

Converts the NetworkMonitor to @Observable and removes the Combine publishers to rely on network state changes. The NetworkMonitor now has an start() async method that asynchronously iterates through the internal NWPathMonitor NWPath elements as it conforms to AsyncSequence.
