Description
This PR adds PHP 8.3 to the php-versions and updates the check for the owner when coveralls results are pushed.

Checklist:

  • Securely signed commits
  • Component(s) with PHPDoc blocks, only if necessary or adds value
  • Unit testing, with >80% coverage
  • User guide updated
  • Conforms to style guide
