Available tool versions metadata location?

Hi folks.

I'm struggling with the fairly limited set of IU tool versions available to be installed into a devcontainer created by a Coder agent:

I'm working with some legacy plugins which require IU 2024.1.5. Does the Coder provider filter the list of available versions, or is this baked into the Toolbox agent?

Update: according to these docs, we can use environment.json embedded in the devcontainer to specify version settings.

Using this example, I was able to alter the list:

Fortunately, I was able to mutate the list and this proves that the Coder provider is uninvolved in the set of tools and versions presented to the user.

Unfortunately, I still cannot get 2024.1.x versions to appear.

I will close this issue and try to have a dialog with JetBrains about tool availability.
