Template for Module Development

I think it is safe to say that everyone that uses this repo has access to Coder.

It would be nice to have an official dev image/template that we can use for pull requests that already has bun and other dependencies installed.

Thank you, @djarbz. Yes, we can probably do it as part of coder/coder#8462

@BrunoQuaresma, we would want a shared .coder.yaml file that should fetch the template from our registry but prompt the user for their Coder deployment URL.

@bpmct This also depends on the ability to import templates from the registry. See: coder/coder#15036

If that is successful, we can add a similar config to all coder public repos with suitable template contributors can use for development.

Another approach is to add a .devcontainer and link our devcontainer-docker and only ask the contributor for there Coder deployment URL.
