Install a custom version of Dart on the build VMs.

Call in your setup commands via the following snippet (once the PR is merged)

export DART_VERSION="1.13.0"
\curl -sSL https://raw.githubusercontent.com/codeship/scripts/master/packages/dart.sh | bash -s
