Release Notes

Found by the first agent to set up the 0.8.35 plugin on a brand-new role.

• confer arm no longer returns before the watchers it hands to the plugin exist. On a fresh
  role, arm reported "handed to the plugin, nothing to host" while the plugin was still starting
  the watcher. A watch-status in the same second said not-watching, and advised a command that
  starts a competing watcher, just as the plugin had started one. arm now waits (up to 20s)
  until every watcher it handed off is up, and names any that are still starting.
• watch-status says starting, not not-watching, while the plugin is starting a watcher,
  and tells you not to start another.
• watch-status recommends confer arm. Its remedy was confer watch --role X --replace,
  which starts an inline watcher that dies with whatever ran it. That has been the wrong advice
  since detached watchers arrived in 0.8.33.
