This will mount Resque::Web in the routes at /background_jobs.
Fixes #856

Prefer single-quoted strings when you don't need string interpolation or special symbols.

Let's also require resque_scheduler/server. It adds another tab to the Resque web interface.

@tf I am going to back out the resque/scheduler require.

It doesn't load in our app: LoadError: cannot load such file -- resque/scheduler/server

There are various issues in resque/scheduler that make it seem that this is not possible in the version tied to Pageflow. And lots of people pointing out that the bundled web server in Resque 1.x will be gone in 2.x anyway.

I think it has to be resque_scheduler/server instead of resque/scheduler/server. We use it in all our production apps. Resque 2 has been abandoned and will not happen AFAIK.
