Report spam from reply requests, replies and feedbacks #471

Implements ReportAbuseMenuItem and useCanReportAbuse for re-use
Add report abuse button to user comments (ReplyRequestReason), replies (ReplyAction) and feedbacks (Feedback)
Refactor
- Extract fields used in ReplyAction into sharable GraphQL fragments
- Remove components/Feedback.js, which is actually not used by anyone anymore
