Fixed by commaai/openpilot#29693, time outs weren't being considered properly

Didn't check the buses, the camera is just failing to respond (it did respond later, but on the wrong bus and 1.4s after our query). 1988 is our messages to the camera, 2000 is our messages to the radar. Here we sent both in one packet, and only the radar responded (2008):

The canCoreResets from canState1 might be causing us to drop messages, but only from the camera?
