Safety Test Refactor: Toyota + support code (#491)

* bring over toyota + support code from safety-test-refactor

* old tests still use StdTest

* don't duplicate

* test fwd

* make linter happy

* fix indent

* fix ident

* fix order

* whitespace

* move some common tests

* cleanup

* unused

* comment
