VIN: query on bus 0 to log data

Which cars do we expect this to work on?

Works: Toyota, Chrysler, Bolt once we query the 0x200 camera
Possibly: Outback gen 2 (engine comes back on bus 1 no OBD), unfiltered older Hyundais
Not Bronco (engine on OBD), EV6 (EV VMCU on OBD), Accord/Civic (pfi on OBD)

I believe Shane and I tested OBD_VIN_REQUEST to work on bus 0 on my Golf R, but it was a long time ago, and I don't think I'd guarantee it works universally without much wider testing.
