Fixes

Keep note production scoped to the current request and actual dependencies. Registered reference material remains available without becoming an automatic investigation assignment.
Preserve existing-article revisions and allow later plans to adopt authorized supporting sources.
Expose the known-task input schema before preparation and identify the exact draft directory in templates and file errors.
Add navigation inspection and actionable stale-revision errors, and expose partial delivery in the workflow command list.
Clarify workflow resource receipts without adding a new approval requirement.
