Drop the 'v' from tag names

Using v tags seems to be problematic for Swift Playgrounds/SPM... I need to check if its a problem for regular SPM, and if it is then we should drop them. If not, i should file a feedback with Apple.

In the meantime, i'm going to also create a 0.0.2 tag.

Maybe this is a bug in Swift Playgrounds iPad app.. It works fine in Xcode. I raised FB9812401 for it.
