v0.44.2 A config publish while the server runs no longer breaks entities that stay active.
After a config publish or republish (e.g. a rolling redeploy with changed config), every RPC and query of an active entity failed with no cached config for X until it deactivated. Per-call config is now materialized through GetConfigAsync before every dispatch, client calls and queries included.
BroadcastingConfigProvider replaces a republished version's cached instance before announcing the publish, instead of dropping it; a newly published version becomes resolvable only once it is materialized. Sync reads ([NoMigrate] floor configs, migration steps, HTTP config endpoint) no longer miss after a publish.
