fs.watch on macOS reports neither every event nor every file name, so the
assertion that each config write used a temp file failed there although the
writes were atomic. The test now reads the directory at the store's step just
before each rename and expects exactly one config temp file for each of the 20
writes. Reported by the anthropic-auth reviewer.
