cluster configure command is not able to increase cluster size

#### Description

The `cortex cluster configure` command is not able to increase the `max_instances` specified for the cluster.

#### Steps to reproduce

1. Increase `max_instances` in the cluster configuration file (e.g. `cluster.yaml`)
2. Run `cortex cluster configure -c cluster.yaml`
