The first version published to npm since 6.3.0. The publish runs for v6.4.0 and v6.4.1 failed in their test step (a pending outside-click timer firing after a test file's DOM was torn down: #682, #686), so neither reached npm. 6.4.2 carries everything in 6.4.0 and 6.4.1.

What changes for consumers of the matchUpFormat picker (getMatchUpFormatModal, #674 and #677)

• Select returns the code it opened with until something is edited. Before, an untouched Select rewrote 26 of 255 canonical codes.
• Codes the controls cannot represent open read-only: the code and a notice are shown, and Select returns it unchanged.
• Outs sets, -M:T match time limits, a timed set's tiebreak, the T10 short form and match modifiers are now editable.
• Points totals (SET1-S:P32, P32DP, P32WB2) can be authored; this needs tods-competition-factory 7.10.0 or later.
• A translated "Exactly" label now works.
• New options: config.capabilities (switch parts of the picker off), config.combinedPoints (a policy's permitted totals and tie rules), labels.readOnly, labels.maxTime, options.outs, options.maxMinutes, options.combinedPointTotals.
• The public signature and the element ids are unchanged.

Picker dropdowns, the modal's header popovers and the inline end-match popover no longer leave an outside-click listener behind when they are closed quickly (#682, #686).
