The wording change for P2686R5 is not based on the latest draft (N4993). As a result, the following wording change for P2795R5 is lost (N4993 [expr.const] p15.2):

if the value is an object of scalar type, it does not have an indeterminate or erroneous value

Suggested resolution:
Recover the lost wording change (N5001 [expr.const] p22.2):

no constituent value of scalar type is an indeterminate or erroneous value
