Editorial nit on containers synopses

In the current working paper, N4529, Fundamentals 1 and 2 are merged. We now have 2 clauses amending the <experimental/CONTAINER> headers, 8.11 an 9.1. I suggest these should be merged somehow, probably moving 8.11 into clause 9.
