GB-031 5.2 [lex.phases] Clarification of wording on new-line and whitespace P2348

The specification of new-line and whitespace should be updated following changes to the C++ working paper, such as P2314 adopted in Oct 2021.

We propose adopting a revision of P2348 ("Whitespaces Wording Revamp") cplusplus/papers#1027.

@tahonermann , is there anything left for SG16 to do? I don't think so; P2348 was reviewed by CWG and feedback given. CWG is awaiting an updated paper to continue its review.

SG16 reviewed this issue during its 2022-11-02 telecon. No polls were taken. SG16 forwarded a draft of P2348R2 to CWG during its 2021-09-22 telecon. As Jens indicated in the prior comment, CWG has since reviewed and requested changes. The original author has indicated that he will not be pursuing an update at this time, but another SG16 attendee volunteered to look into producing a revision. I see nothing else for SG16 to do unless a new revision prompts CWG to request additional SG16 input.

I'm removing the SG16 label. This issue is in CWG's hands.
