US 21-053 9.6 [dcl.struct.bind] Packs in structured bindings

There has been a need for added pack facilities for a long time. Support for packs in structured binding declarations has been implemented and the paper has wording, we should not make users wait another three years for this facility.

Proposed change:

Adopt P1061.
