The title of 21.4.3 is misleading since two of the three functions are not about to strings. Additionally, the specification in 21.4.3 is heavily dependent on the functions specified way below in 21.4.15.

Proposed change:

Merge 21.4.3 and 21.4.15 into one subclause “Promoting to static storage”. Update the synopsis in 21.4.1 accordingly
