US 89-196 21.4.3 [meta.define.static] Rename subclause title

The name of the section is "Promoting to static storage strings". This makes sense if the only function was define_static_string, but there is also define_static_array and define_static_object. The segment name should be more general.

Proposed change:

Rename the segment to "Promoting to static storage".
