US 175-281 29.10.3 [simd.syn] Consistency of declaration order in synopsis vs. subclauses

The ordering of the declarations in the synopsis does not match the order of subclauses.

Proposed change:

Reorder the declarations and/or the subclauses as appropriate so that the content appear in a consistent, logical order.

I'll do this. I think the order of subclauses is very logical, and the synopsis ordering just doesn't make sense.

At some point in cplusplus/papers#670, I suspect that the subclauses were reordered without reordering the synopsis, and we just merged it without double-checking.
