Some functions (fetch_max*) are not sufficiently indented. Additionally, the second line of function declarations are indented inconsistently.

Proposed change:

Make indentation consistent.

I'll draft a PR. The first incorrect line is

    constexpr floating-point-type fetch_add(floating-point-type,
                                  memory_order = memory_order::seq_cst) noexcept;

Many such cases.

The problem that "some functions are not sufficiently indented" has already been fixed by cplusplus/draft#8172.

We already had a round of cleanup in that area which fixed the worst offenders.
