WA: new CTAD for mdspan didn't cover impact of change on the non-type, non-extents arguments. Discussing this in the paper could mitigate this concern.

SUMMARY:

We discussed the usability of mdspan with regards to CTAD and the implicitness of the constructors. There was some design-on-the-fly that will need to be solidified as part of merging this paper into P0009.

Merge this paper into P0009, but please also provide a revision of this paper that discusses the specific design tweaks that were made as part of merging.
