Outcome: No consensus for perusing for C++23.

Summary

The focus was on weather or not this should be in C++23, but seems that there is low interest in this paper in SG9 in general.
Nevertheless, we may see this paper again post C++23 design phase. I don't suggest dropping the paper just yet, I recommend that SG14/SG19 will see it as well.
