Want a more knowledgeable room, implementation / usage experience.

How? It's a pure library extension. It doesn't need any additions to the language and can be implemented using C++11

std::allocator_traits, std::string and std::vector are parts of the library not language

The language groups get to decide the interactions between the system and the runtime, which includes interactions with the system allocator - it's a technicality.
