This paper mostly duplicates #2285. The authors tell me they are going to try to unify their papers

SG16 has already forwarded #2285 to LEWG. Since SG16 hasn't discussed this proposal yet, I'm going to add the SG16 label for it and then await further word from the authors regarding their unification efforts. If a lack of consensus emerges for a unified paper, then I expect to see both papers brought back to SG16.

In discussion with Marco Foco we decided to use P3655 to contain the zstring_view proposal, and to use this paper number for a related but separate point from the combined papers.
