Note @jensmaurer : EWG discussed ONE section of this (2.4) and forwarded it for C++26 in response to a pair of NB comments. LEWG is likely to still want to discuss the other parts, but they are only vaguely related

Question for EWG regarding explicit instantiations:

• queries for annotations on the function itself do include annotations on explicit instantiations
• identifier queries for the function parameters ignore explicit instantiations
• queries for annotations on the function parameters appear to be intended to include annotations on explicit instantiations

CWG felt this was inconsistent and asks EWG to review that inconsistency for rationale and/or rectify it.
