LWG reviewed and approved this paper on Tuesday. Approved for LFTS3. LWG is OK with putting this in C++20, but that decision is for LEWG to decide. Daniel and Jeff to vet the (mechanical) edits that
we requested.

LEWG would like to see the move c'tors removed from scope_guards (guaranteed copy elision allows for the factory function use case).

Otherwise, we voted to keep these heading to LFTS3.

Remove the move-c’tor (guaranteed copy elision handles that use-case).
