We are revisiting this because the chair believes we made a bad decision last time; we asked them to investigate adding programmatic concepts for these named type requirements. Baking those type requirements into the standard library as concepts means we will never be able to change them.

The contiguous_range concept already covers much of the technical detail, but by policy we want to remind LEWG to include .data() for contiguous types.

We voted to include this reminder in the upcoming LEWG design omnibus SD.
