This was looked at by EWG-I in draft form, in July 2019 (Cologne).

Do we want to spend committee time on built-in type issues?

Given that the R0 paper appeared in the post-Cologne mailing, I assume it's the paper as presented in Cologne, not a revision. Marking as needs-revision accordingly.
