Can this proposal be said to reflect the current reality, despite not being formally adopted? That is, would it be reasonable for me to refer people to it as an informal description of C++ design goals and priorities?

Also, has it been discussed, or just pushed back in favor of higher-priority proposals?

This paper is not currently addressed to any subgroup. I think it needs a champion that discusses progress with the EWG chair if you want any sort of formal endorsement here.
