change token to GITHUB_TOKEN for release drafter #188

The current drafted release was always created by me because I created the personal token from my account.

I changed the token from CPP_LINTER_TOKEN to GITHUB_TOKEN in my fork repo, and it seems to work.

I didn't have a problem with it before, but this does make sense.

Expectations are met after this PR is merged.

so I will make the same changes for reset repos and merge them without spending time to review.
