It looks like clang v21 is not available via homebrew:

Then clang-tools-pip downloaded the static binary. Then the static binary seg faulted:

Looking at the homebrew LLVM formulae page, the latest should provide the v21. Maybe we just need to update the homebrew package index on the runner first?

This solution should not be needed once actions/runner-images updates the homebrew package index cached on the macos-* runner. I guess it is a good idea to keep it if we run into this problem again.
