Add an option to always expand the site list in the entry sidebar

If you have an entry that exists in multiple sites, or can be propagated to other sites, the only indicator for this is the tiny button with the ellipsis (…) in the sidebar under Status:

Only after clicking the ellipsis button do you get the full listing of sites and statuses, and the button to propagate the entry to other sites (if the section supports manual propagation):

The ellipsis button is way too subtle and is easily missed, I have a lot of clients that have trouble finding those settings, or understanding the multi-site concept because they can't see it.

The sites list should be easier to find and access. A couple of ideas, not necessarily mutually exclusive:

• Expand the site list by default if there are less than X number of sites (maybe 10?)
• Add an option to the entry type, next to the propagation setting, to select whether the list should be collapsed or expanded by default.
• Add a text label to the button to increase its visibility, and for it to communicate more clearly what it does (easy accessibility and UX win)
• Or just get rid of the collapsed state completely and always show the full list.

Not exactly what you’re asking for, but the Status pane is being replaced with a “Sites” pane in 5.12, which makes it more clear that there are additional sites. (#20061)
