Support for 'not' prefix in Element query's ownerId()

This was previously reported as a bug, but it was mentioned that this behavior is currently not supported. Could support for this perhaps be added?

Currently, achieving the desired behavior requires two queries:

$excludedIds = Entry::find()->ownerId([1])->ids();
$result = Entry::find()->id(['not', ...$excludedIds])->all();

It would be much more convenient if this could be handled directly by the element query, without having to first retrieve the IDs and perform a second query.
