An application toolbar button of a navigation region carries its title as its tooltip and accessible name, so a compact topbar or slim rail that hides the label and shows only the icon (Acme Warehouse Register SKU) is still a named button (Cratis/StudioIssues#1011; Scene#229 did the same for items).
