Finally, I managed to split the API in to the two parts: postcss plugins and hook.
At the same time, I managed to isolate postcss plugins and build the standalone module. Also, I've got a possibility not to recreate the postcss-instance for the each
fetchfunction call (performance boost? who knows :)).And I've updated parser plugin for the new postcss version.
Still need to fix few style checks and check hashes generated by webpack
