Extra line break added after annotate when using windows CRLF

When saving files on windows, Annotate seem to add an extra line break each time the rake task or migrate is called.

This happens when the line break after the Annotate comment is Windows style (CRLF) instead of Unix (LF)

Still happens on Ubuntu subsystem on Windows 10.
