Automated dependency updates for pre-commit

Enable automated dependency updates for pre-commit through Renovate.

⚡️ What's your motivation?

• pre-commit dependencies (such as in gherkin) require manual autoupdates; and are thus typically seldom applied
• Automating dependency management improves security posture

🏷️ What kind of change is this?

• 🏦 Refactoring/debt/DX (improvement to code design, tooling, etc. without changing behaviour)

♻️ Anything particular you want feedback on?

• Renovate support for pre-commit is in "beta testing" and has partial support for additional_dependencies - which are currently not used.
• 'Supported datasources' specifies 'github-tags' and 'gitlab-tags' and thus may not support pre-commit's frozen hashes.
• Intened as a trial to evaluate support and coverage.

I do Renovate supports hashes. But they might need to be followed by a comment with the version number.
