Add docs on launching browser by path, other launcher changes

Now that cypress-io/cypress#3202 is almost done some docs need to be updated...

• Add docs on the --browser CLI arg changes in run, open mode
• Update debug docs with new binary names
• Update debug docs to note that the --browser CLI arg can be used to launch browsers, maybe get rid of the symlinking advice
