Fix npx toiljs create failing with a peer-dependency ERESOLVE when upgrading an existing npx cache from toiljs 0.0.116.

  • Remove the TypeScript peer requirement from the CLI package. Generated projects still install TypeScript 7, and toiljs doctor still validates the supported compiler version.
  • Include the app starter's SSR renderer and stream entry/files, enable the auth configuration its session routes require, and retain the catch-all docs route in the npm package.
  • Add a packaged-install regression check to CI that upgrades the cached CLI, scaffolds a Sass/Tailwind app, and checks installation, build, typecheck, and lint.

Validation: all 563 tests passed, framework typecheck and lint passed, and the packaged cached-upgrade/project checks passed with npm 11 and npm 12.
