Release v0.0.123

• Add native Vitest unit tests, real Chrome component tests through WebdriverIO, and V8 coverage to every project template, including runnable examples and test scripts.
• Add toiljs test with automatic installation of missing testing dependencies, project selection, watch mode, argument forwarding, and CI failure exit codes. Preserve existing configurations and files.
• Export the toiljs/vitest preset and toiljs/vitest/setup globals, and document testing, browser configuration, coverage reports, and existing-project setup.
• Upgrade all framework and example dependencies and scaffolded tool versions to their latest stable releases.

Validation: framework and example builds, typechecking, lint, framework tests, API documentation generation, and packaged-project checks passed, including automatic test installation, all three templates, Chrome interaction, V8 reports, repeated runs without reinstalling, and failing-test exit status.
