upgrade to migration package version using latest web3

Sure would be great to update the migration package to a more recent version that is using the newer non-beta versions of web3. I am constantly being stopped by this error when trying to do npm install [a project] and npm uninstall [a project] in the alchemy repo:

Another good reason for upgrading is that prior to v1.2, web3 would not compile with node.js versions >= 12.0.0, and I'm trying to get Alchemy to compile with node v12.16.0

I think this is not a problem after all, except perhaps with respect to the client tests that depend on the migration package. The migration package is only referenced as a devDependency, and that won't affect Alchemy. I'll leave this issue open in case anyone wants to use this to motivate upgrading for the sake of keeping tests up to date.
