These fixes align the IAM logic of the
configuration.postgresql/v1component with that of the functionalstate.postgresql/v2component.useAWSIAM: "true"into the configuration metadata, the conditional allowing IAM authentication would never work becauseopts.AWSIAMEnabledalways equated tofalse.state.postgresql/v2component)Issue reference
