Add UserTag profiling support #1119
Description
https://api.dartlang.org/apidocs/channels/stable/dartdoc-viewer/dart-profiler.UserTag is a cheap way to create profiler tags.
Ideally, we would be able to entirely separate Angular code from user code; that may require some significant refactoring, but that is ok.
